PW348-43 Tanks

The scope of this Project included design, construction and construction management services for the decommissioning, removal and replacement of storage tank systems (underground and above ground) (heating oil, gasoline and diesel fuel) at various New York City owned and operated facilities throughout the City of New York.

PMS Construction Management Corp. was required to perform all pre- design, design, construction, and construction management services necessary to achieve City, State and Federal compliance at each of these facilities. PMS was assigned New York City Department of Environmental Protection, Department of Transportation, Courts, Health and Hospitals, Fire Department, Libraries, Emergency Medical Services, and Parks Department sites with outdated petroleum product storage tank systems and at some sites outdated boilers and hot water heaters. The work involved the replacement of petroleum bulk storage tank systems, {including both underground storage tanks (USTs) and above ground storage tanks (ASTs)}, replacement of heating systems (including changes in types of fuel), replacement of hot water systems (including the addition of on-demand and solar hot water systems), and modifications to the facilities they service. The scope of work included tank tightness testing, completing NYC Building Department applications, performing pre- design site inspections, preparing tank designs including Civil/Mechanical/Electrical engineering plans sealed by a NYS-licensed Professional Engineer, preparing all bid documents, construction management/supervision over tank decommissioning, removal and replacement, controlled inspections of the work, and environmental services for closure evaluations.
In addition we converted several FDNY sites (fire houses and maintenance facilities) from heating oil to either dual fuel or strictly natural gas while also providing replacement boilers and hot water heaters. This work was performed without disruption to the facilities, firemen or the essential services they provide.

PMS retained the services of nationally known Shaw Environmental to perform the pre- design and design services. PMS, with the assistance of its design consultant, developed and prepared detailed design drawings, specifications, bid documents, pre- bid meetings, and bid tabulation sheets with recommendations; performed value engineering to determine design alternatives so that the least disruptive and least costly solution for each site was utilized; developed a project methodology that emphasized productivity without sacrificing quality; supervised and carefully monitored at each site the entire construction process through completion; compiling and organizing all documents; and using this documentation to procure final approvals from the necessary regulatory agencies and authorities.
Of particular significance to this contract was the Bronx County Courthouse site where PMS was asked to not only replace the two (2) existing twenty thousand gallon heating oil tanks in the basement of the courthouse but to also solve their basement ground and rainwater problems. With the approval of the NYC Landmarks Commission we were allowed to breach the side of the Courthouse thus allowing us to both remove the existing tanks and bring into the basement the materials and equipment necessary to construct two (2) 20,000 gallon double wall steel heating oil tanks.

We are pleased to state that the PW348-43 contract, while it did not exceed its budget, was extended past its original three years because of the addition of several tank replacement sites.
